US Supreme Court to Decide DACA Fate

The fate of about 800,000 young, undocumented immigrants who were brought to the United States as children is in the hands of nine U.S. Supreme Court justices. The court will decide if the Trump administration has the right to end the program, called DACA, which protects the young immigrants, known as dreamers, from deportation. For most of them, the United States is the only home they have ever known, and they are protesting losing their protected status. Seven Dead, Seven Wounded in Kabul Car Bombing

Seven people are dead after a car bomb detonated outside of government offices in the Afghan capital of Kabul Wednesday.

Officials say seven others were wounded in the bombing, which was centered near the interior ministry headquarters.

So far, there has been no claim of responsibility for the attack, which came a day after the Afghan government released three high-ranking Taliban leaders in exchange for two Westerners, an American and Australian, who have been held hostage by the Islamic insurgent group since 2016.

Бойовики минулої доби стріляли 15 разів, 2 військові постраждали на Донбасі – штаб ООС

У штабі Операції об’єднаних сил повідомили, що підтримувані Росією бойовики на Донбасі минулої доби здійснили 15 обстрілів позицій Збройних сил України, внаслідок підриву на невідомому вибуховому пристрої зазнали поранень двоє військовослужбовців.

«Противник обстрілював позиції підрозділів Об’єднаних сил з гранатометів різних систем, великокаліберних кулеметів та іншої стрілецької зброї», – йдеться в повідомленні.

З початку поточної бойовики з ручних протитанкових і автоматичних гранатометів та стрілецької зброї обстріляли позиції ЗСУ неподалік Новотошківського, втрат немає, додали в штабі ООС.

В угрупованні «ЛНР» стверджують, що українська сторона двічі обстріляла напередодні захоплені бойовиками території. На ресурсах угруповання «ДНР» зведеної інформації щодо обстрілів наразі немає.

Збройний конфлікт на Донбасі триває від 2014 року після російської окупації Криму. Україна і Захід звинувачують Росію у збройній підтримці бойовиків. Кремль відкидає ці звинувачення і заявляє, що на Донбасі можуть перебувати хіба що російські «добровольці».

За оцінками ООН, станом на 31 грудня 2018 року, унаслідок збройного конфлікту на Донбасі загинули від 12 тисяч 800 до 13 тисяч людей.

Фігурантів «справи Хізб ут-Тахрір» не забезпечують харчуванням – адвокат

Фігурантів другої сімферопольської «справи Хізб ут-Тахрір» не забезпечують їжею на час судових засідань, повідомив проєкту Радіо Свобода Крим.Реалії адвокат Едем Семедляєв.

«Вранці хлопців вивозять із СІЗО до сніданку, а ввечері їх доставляють назад, вже коли вечеря закінчилася. І виходить, що вони майже добу перебувають без їжі. Їм ніколи не видають пайок. СІЗО мотивує це тим, що їх вивозять до суду в Сімферополі, тобто не на велику відстань від самого СІЗО, незалежно від того, скільки вони пробудуть в суді», – йдеться в повідомленні.

Семедляєв повідомив, що 12 листопада в суді сторона захисту просила суддю винести «окрему ухвалу щодо СІЗО Сімферополя, на те, що хлопців не забезпечують їжею на час судових засідань, багато суддів, у тому числі і голова суду, винесли ухвалу щодо СІЗО».

«Але суддя Білоус сказав, що цю заяву він не прийме», – розповів Семедляєв.

Раніше стало відомо, що підконтрольний Росії Київський районний суд Сімферополя на три місяці продовжив арешт шістьом фігурантам другої сімферопольської «справи Хізб ут-Тахрір».

Співробітники ФСБ, МВС Росії і Росгвардії 27 березня провели в Криму обшуки в будинках кримськотатарських активістів, у тому числі представників громадського об’єднання «Кримська солідарність». Всього затримано 24 особи, у тому числі громадські журналісти Осман Аріфмеметов, Рустем Шейхалієв, Ремзі Бекіров.

27 і 28 березня Київський райсуд Сімферополя заарештував всіх затриманих.

Представник ОБСЄ з питань свободи ЗМІ Арлем Дезір засудив арешт активістів «Кримської солідарності» і громадських журналістів. Він закликав до їхнього негайного звільнення з СІЗО.

У Міністерстві закордонних справ Росії заявили, що ці заклики представника ОБСЄ викликають «подив».

Кольченко розповів, як відмовився від російського паспорта

Колишній український політв’язень, кримський активіст Олександр Кольченко кілька разів відмовлявся від російського паспорта. Про це він розповів в інтерв’ю Радіо Свобода.

«Мені пропонували його під час досудового слідства. Я, звичайно, відмовився. Потім ще в таборі. Викликали в спецчастину, куди приходить жінка, яка займається документальною кореспонденцією. Зазвичай туди викликають в обідній час, а мене викликали вранці. Я подумав: що ж такого термінового? Приходжу туди – там кілька співробітників. Один знімає на камеру. Інший каже: «Вітаємо, ось ваш російський паспорт». Я відповів, спасибі, звичайно, але у мене один вже є. Вони кажуть: «Буде два». Я відповів, що мені і одного якось досить. І написав пояснення, чому я відмовляюся від паспорта, вони зафіксували це», – сказав Кольченко.

Він повідомив, що у відмові від російського паспорта написав, що є громадянином України і тому російський паспорт йому не потрібен.

Кольченко вважає дивним і смішним те, що його при цьому вважали громадянином Росії.

«Це дуже дивно і смішно. На стадії досудового слідства до нас не пускали адвокатів і консулів, потім, коли був уже суд, до нас все-таки кілька разів пускали консулів, а коли ми приїхали в табір – знову перестали пускати. Я пам’ятаю, одного разу до мене прийшов консул. Це була кімната зі склом і ґратами. Він попросив книгу скарг, влаштував скандал, тому що, скільки він їздить по різних СІЗО, навіть в Чечні такого не було. Завжди можна було спілкуватися особисто», – розповів Кольченко.

Ексдиректор Авдіївського коксохімічного заводу, депутат Верховної Ради Муса Магомедов пояснив, чому підприємство знову купуватиме вугілля в Росії. За його словами, російське вугілля має унікальні властивості.

«Російське вугілля має низький індекс основності, що дозволяє робити кокс високої гарячої міцності і реакційної здібності. Його (вугілля) відсутність завжди позначається на технологічній якості коксу», – сказав Магомедов в ефірі проєкту Радіо Свобода Радіо Донбас.Реалії та додав, що на планеті немає більше такого виду вугілля.

Магомедов також зазначив, що коксохімічний завод закуповував вугілля в Новій Зеландії, але потрібних властивостей ця сировина не має.

«Ми купували у свій час новозеландське вугілля «Хаджуб», воно коштувало вдвічі дорожче, при цьому в нього не було тих властивостей», – заявив Магомедов.

11 листопада видання «Економічна правда» з посиланням на Міністерство економічного розвитку Російської Федерації повідомило, що Авдіївський коксохімічний завод холдингу «Метінвест» отримав погодження на постачання вугілля від російської компанії «Северсталь менеджмент».

За даними міністерства, в листопаді 2019 року «Северсталь менеджмент» поставить українському підприємству три види вугільного концентрату виробництва компанії «Воркутауголь» загальним обсягом 70 тисяч тонн.

Востаннє такий імпорт здійснювався на початку літа цього року.

Основними акціонерами «Метінвесту» є група «СКМ» Ріната Ахметова і «Смарт-холдинг» Вадима Новинського, які спільно керують компанією.

Місія Міжнародного валютного фонду розпочне роботу в Києві 14 листопада, повідомив постійний представник МВФ в Україні Йоста Люнгман 12 листопада.

За його словами, місія на чолі з Роном ван Роденом прибуде «для продовження обговорень з представниками влади стосовно нової програми, що підтримуватиметься Міжнародним валютним фондом».

Місія Міжнародного валютного фонду збирається повернутися в Україну протягом найближчих тижнів, заявив 18 жовтня директор Європейського департаменту МВФ Пол Томсен.

«Ми маємо намір послати місію за кілька тижнів, щоб продовжити обговорення деталей деяких із цих реформ, про які я згадував», – сказав він.

За словами Томсена, йдеться перш за все про земельну і антикорупційну реформу, а також зниження монополізму в економіці.

Місія МВФ працювала в Києві 12-26 вересня. За результатами візиту до України керівник місії Рон ван Роден заявив, що МВФ обговорюватиме нову програму співпраці з Україною впродовж найближчих тижнів.

За його словами, економічне зростання стримує слабке бізнес-середовище, зокрема, недоліки в законодавчій системі, наскрізна корупція, а також той факт, що у великих галузях економіки домінують неефективні державні підприємства або олігархи, що стримує конкуренцію та інвестиції.

Прем’єр-міністр України Олексій Гончарук планує, що нова програма співпраці з МВФ буде підписана в грудні.

Згідно із базовим прогнозом Національного банку, за новою програмою співпраці з МВФ Україна може отримати два мільярди доларів від МВФ у 2019 році та ще по два мільярди у 2020 й 2021 роках.

Officials: US Airstrike Mistakenly Kills 4 Afghan Soldiers

An airstrike carried out by American forces in eastern Afghanistan has mistakenly killed at least four Afghan soldiers and injured six others.

A provincial police spokesman said the overnight incident occurred in the troubled Logar province during clashes between Afghan security forces and Taliban insurgents.

Shahpoor Ahamadzai told VOA the fighting erupted Monday night after insurgents assaulted a security outpost near the provincial capital of Pul-e-Alam.

The Taliban attack prompted the Afghan National Army (ANA) to call in U.S. air support, which resulted in the “friendly fire” incident, Ahmadzai explained.

A U.S. military spokesman told VOA it was aware of reports an American airstrike conducted in support of Afghan forces may have resulted in ANA casualties.

“U.S. and Afghan forces are working closely together to develop a shared understanding of this event. A joint investigation is ongoing,” the spokesman said.

Separately, the provincial police confirmed a U.S. convoy was struck by a suicide car bomber near a foreign military base just outside Pul-e-Alam.

A U.S. military spokesman confirmed the attack, saying it only killed the assailant driving the vehicle.

“No U.S. or Coalition service members were wounded or killed in the attack. We are investigating the incident,” the spokesman added.

There were no claims of responsible from the Taliban, which often claims attacks against U.S. and NATO forces stationed in Afghanistan.

САП: у справі «VAB Банку» оголосили підозру 8 людям

У провадженні про заволодіння коштів для «VAB Банку» оголосили підозру вісьмом людям, повідомила Спеціалізована антикорупційна прокуратура. Раніше була інформація про сімох затриманих.

Серед підозрюваних:

колишній перший заступник голови НБУ (нині голова правління «Райффайзен Банку Аваль» Олександр Писарук);
колишній директор генерального департаменту банківського нагляду;
колишній виконувач обов’язків начальника управління Нацбанку України в Києві та Київській області;
колишній голова спостережної ради «VAB Банку»;
заступник голови правління «VAB Банку»;  
троє посадових осіб приватних компаній, пов’язаних з бенефіціарними власниками «VAB Банку».

Їх підозрюють у заволодінні коштами стабілізаційного кредиту Національного банку України на суму 1,2 мільярда гривень.

САП збирається подати до Вищого антикорупційного суду клопотання про обрання підозрюваним запобіжних заходів у вигляді тримання під вартою з альтернативою внесення застави від 2,5 до 30 мільйонів гривень.

За даними слідства, у жовтні 2014 року «VAB Банк» звернувся до НБУ з клопотанням надати йому стабілізаційний кредит під заставу нерухомого майна. Нацбанк погодився, хоча не фінустанова не надала всі необхідні документи. У прокуратурі стверджують, що вартість нерухомості, переданої в заставу НБУ, була завищена майже у 25 разів.

Через місяць банк визнали неплатоспроможним, ще пізніше – його ліквідували.

Колишній власник «VAB Банку» та голова ради директорів «Укрлендфармінг» Олег Бахматюк звернувся до президента України Володимира Зеленського із закликом «зупинити призначення винних без жодного права на захист».

Rainsy: EU Trade Move to Bolster Bid for Cambodian Democracy

Exiled Cambodian opposition leader Sam Rainsy said Tuesday the European Union’s assessment of whether to suspend trade privileges for his country will add momentum to efforts to restore democracy despite a government crackdown.

The EU finalized a preliminary report Tuesday that Sam Rainsy said would be the basis for suspending trade privileges for Cambodia. The EU announced earlier this year that it would begin a monitoring process to decide on the ending of preferential duty-free and quota-free imports from the Southeast Asian nation. It said it acted on concerns that Cambodia was limiting human and labor rights.

The EU did not immediately make the report public but said it had been sent to the Cambodian authorities.

The report comes amid several developments that have shaken the Cambodian political scene.

Sam Rainsy made a well-publicized trip in which he vowed to return to his homeland to spark a popular movement to unseat long-serving authoritarian Prime Minister Hun Sen. Cambodia’s government had said he and other exiled colleagues were unwelcome, and managed to hinder them from entering on Saturday, their intended date.

However, as Sam Rainsy found himself stuck in Malaysia, a Cambodian court announced Sunday that it was releasing from house arrest Kem Sokha, his co-leader in the opposition Cambodia National Rescue Party, who had been detained without trial for more than two years on a treason charge widely seen as specious. It retained the charge against him and barred him from political activity.

The release of Kem Sokha suggested that Hun Sen, whose hard line included detaining scores of opposition supporters accused of supporting Sam Rainsy’s return plan, may be seeking to assuage his critics — especially the EU — by projecting an image of compromise.

The possibility of the EU junking Cambodia’s trade privileges is perhaps the greatest leverage the opposition holds over the situation, as an economic downturn could erode the support Hun Sen has earned with Cambodia’s economic growth.

“If they don’t want Cambodia to face an economic crisis, with hundreds of thousands of workers losing their jobs, they must restore democracy,” Sam Rainsy told a news conference outside Malaysia’s Parliament building after meeting a group of Malaysian lawmakers.

The EU initiated its move after Hun Sen’s ruling party won a sweeping victory in 2018 elections. The EU and others said the polls were not free and fair because the Cambodia National Rescue Party — the sole credible opposition force — was dissolved in 2017 by Cambodia’s Supreme Court, which is seen as being under the government’s influence.

Sam Rainsy insisted Tuesday that the timing was now right for peaceful resistance to topple Hun Sen’s government due to the “unique combination of internal pressure and external pressure.”

Phnom Penh’s release of Kem Sokha from house arrest was an indication of mounting pressure on the government, he said.

Cambodian Deputy Prime Minister Sar Kheng said Sunday on his Facebook page that Sam Rainsy was now allowed to enter Cambodia but would have to face a raft of charges and standing convictions. Sam Rainsy did not say Tuesday when he might make the journey.

“I will stay in the region because the situation can change very quickly, and I will go back to Cambodia,” he said.

After Hiatus, Rajapaksa Brothers Set to Dominate Sri Lanka Again

One brother is considered a shoo-in for the job of Sri Lanka’s president in elections this weekend and another is eyeing the prime minister’s post when that election becomes due early next year.

Two other brothers are political strategists for their Sri Lanka Podujana Peramuna party and one of them is considering a shot at becoming the speaker in parliament. Three men of the family’s next generation are also in politics.

The Rajapaksas, best known for the brutal defeat of separatist Tamil rebels and then drawing Sri Lanka into China’s orbit when the West and India shunned the Indian Ocean island, are back at the centre of the nation’s deeply divisive politics and it is stoking fear.

While there are no formal opinion polls, former defense secretary Gotabaya Rajapaksa is the hot favorite to win the presidential election this Saturday. His chief opponent Sajith Premadasa, a government minister, is seen to be trailing.

Gotabaya led the operations against the Tamil Tigers when his elder brother Mahinda Rajapaksa was president. Gotabaya has faced lawsuits in Sri Lanka and in the United States over allegations of staged killings of Tamil separatists, critics and journalists during the war.

Both brothers deny the allegations as part of a Western conspiracy to interfere in the island nation of 22 million that sits astride vital shipping lanes and has long been a tinder-box of tensions between the dominant Sinhalese Buddhists and minority ethnic Tamils.

In recent months, Sinhalese hardliners have also targeted the tiny Muslim community.

Mahinda lost the 2015 presidential election to a Cabinet colleague who turned against him — Maithripala Sirisena. After his ouster, the family’s fortunes fell into decline.

But Easter Sunday bombings on hotels and churches, in which more than 250 people were killed, derailed Sirisena’s presidency, and he has announced he will not contest this year.

The attacks, claimed by Islamic State, have rekindled support for the Rajapaksas and their brand of Sinhalese nationalism.

Mahinda is barred from running for president again, and is on the stump for Gotabaya, bringing an affable touch to the campaign against the rather gruff manner of his brother, more known for his military machismo.

Another brother, Basil, handles the party finances and striking deals with rival groups while a fourth brother and former speaker, Chamal, campaigns in the family borough in the south of the island.

Family prospect

Mahinda, who is currently leader of the opposition in parliament, is the obvious choice for prime minister when parliamentary elections are held early next year, said Keheliya Rambukwella, spokesman for the Gotabaya campaign.

Chamal Rajapaksa would be the choice for parliament speaker, a position he has previously held, political experts say. In all, seven members of the family are involved in politics, and some of the others could also end up in parliament.

“We are going to see family rule again, and all the excesses that came up with it the last time,” said Health Minister Rajitha Senarathne, who is opposed to the Rajapaksas. “They will suppress all dissent.”

In a front page editorial, the state-run Sunday Observer said it was “afraid” of a Gotabaya presidency and appealed to voters to make the “right choice.”

“A wrong choice will send the country hurtling toward authoritarianism and iron-fisted rule,” it said.

Gotabaya’s spokesman dismissed warnings of family rule, saying the candidate was quite clear merit will be only consideration for top political jobs.

“When Gotabaya comes to power he will appoint people with qualification to the positions, irrespective of their ties to him,” Rambukwella said.

On the campaign, Gotabaya has been uncompromising about the need to strengthen security, repeatedly raising the circumstances that led to the Easter Sunday attacks.

At a campaign rally in Wellawaye in central Sri Lanka Gotabaya said during his time as defense secretary, he had raised special military and intelligence units to tackle extremism, drug trafficking networks and the underworld. These cells had since been weakened, he said.

“There can be no higher priority than national security,” he said.

Національний банк України опівдні встановив довідкове значення курсу 24 гривні 46 копійок за долар, це на 5 копійок менше за офіційний курс на 12 листопада.

«Торги по долару активні ближче до обіду. Відбуваються операції по лотах до 2 мільйонів доларів за невеликої переваги пропозиції», – вказує сайт «Мінфін».

Свого максимального рівня за останні три з половиною роки гривня досягнула 30 вересня, коли НБУ встановив офіційний курс 24 гривні 8 копійок за долар.

Колишній власник «VAB Банку» звернувся до Зеленського через розслідування НАБУ

Колишній «VAB Банку» та голова ради директорів «Укрлендфармінг» Олег Бахматюк звернувся до президента України Володимира Зеленського через затримання детективами Національного антикорупційного бюро України колишніх посадовців Національного банку та «VAB Банку».

«Новостворені органи Генеральної прокуратури чи новий генеральний прокурор, як і старий керівник НАБУ, вчергове поновили кримінальну справу, яка стосується провадження стосовно «VAB банку». Справу, яка вже була досліджена усіма силовими структурами нашої держави: Національною поліцією, Службою безпеки України, прокуратурою», – заявив Бахматюк.

За його словами, «фактично компанію тероризували протягом п’яти років».

«Порушується закон, і ми не маємо жодної можливості захищатись. Адже нас вже призначили винними. І в нашому суспільстві людина, яку назвали «олігархом», апріорі стає винною і має бути покарана тільки тому, що паном Рябошапкою чи паном Ситником причислена до цієї категорії. Ми вважаємо, що це неправильна, несправедлива і нерозумна позиція», – зазначив Бахматюк.

Він закликав Зеленського «втрутитися у цей процес».

«Просимо зупинити призначення винних без жодного права на захист. Просимо Вас визначити переговорників, що можуть бути конструктивними у даному діалозі. Ми готові до будь-яких зовнішьоекономічних радників, що мають досвід з міжнародної роботи з реструктуризації, з аудиту», – заявив Бахматюк.

11 листопада НАБУ повідомило, що спільно зі Спеціалізованою антикорупційною прокуратурою затримало 7 людей, серед яких – колишні та чинні посадовці Національного банку України, «VAB банку» та компаній, які пов’язані з кінцевими бенефіціарами цього банку. Зокрема, затриманий голова правління «Райффайзен Банку Аваль» та колишній перший заступник голови НБУ Олександр Писарук.

У Нацбанку заявили, що жодних затримань та обшуків у чинного керівництва НБУ наразі немає.

Дії затриманих кваліфікують як привласнення чи розтрату чужого майна в особливо великих розмірах. Інші деталі відомство не повідомляє, посилаючись на таємницю слідства.

Раніше 11 листопада видання «НВ» повідомило з посиланням на власні джерела, що співробітники НАБУ перебувають в офісі «Райффайзен Банку Аваль», щоб затримати голову правління Олександра Писарука. Писарук був першим заступником голови НБУ Гонтаревої під час її роботи на цій посаді.

Затримання у виданні пов’язали з рефінансуванням Нацбанком «VAB банку» підприємця Олега Бахматюка. У 2015 році цей банк ліквідували.

Бойовики пів години вели вогонь по опорних пунктах ЗСУ на Донбасі – Міноборони

У Міністерстві оборони України повідомили, що підтримувані Росією бойовики обстріляи 12 листопада позиції Збройних сил України у районі Південного на Луганщині.

«На луганському напрямку приблизно пів години противник вів вогонь по опорних пунктах підрозділів Об’єднаних сил, обладнаних неподалік Південного з ручних протитанкових гранатометів та великокаліберних кулеметів», – йдеться в повідомленні.

За даними відомства, втрат серед особового складу Об’єднаних сил немає.

Бойовики з угруповання «ДНР» та «ЛНР» на своїх ресурсах про обстріли впродовж поточної доби не повідомляють.

Uganda Police Confirm Arrest of 120 LGBT People

Ugandan police said Monday that in an operation around Kampala’s city center, they arrested 120 people suspected to have been using narcotics. However, members of the LGBT community say it was a health meeting that police interrupted.

Patrick Onyango, the Kampala Metropolitan Police spokesperson, tells VOA they received intelligence information that the site of the raid — The Ram Bar — is used as a massage parlor during day and for smoking opium and shisha during the night.

Both products are outlawed in the Tobacco Control Act 2015 and people found guilty of using them are liable for a fine of $130 or imprisonment for a term not exceeding six months.

“We are charging them under the Tobacco Control Act,” said Onyango. “We have started the process of screening and recording statements from them. There are those we shall give police bonds, students, and those who claim that they are innocent. They were just there for a dance and they were not participating in the smoking.”

At the Central Police Station in Kampala, friends and members of the local LGBT community move around, seemingly worried. Among them is Sean Mugisha a paralegal who is trying to secure bail for the arrested members.

Mugisha tells VOA that Ram Bar is the only safe place that the LGBT community has in Kampala.

“But most importantly it is a center for most outreaches.,” he said. “All these guys who give health care services, when they want to do outreaches for the community, it’s one of those venues that they have been accessing. So, last night there was an arrest. I consistently got calls. I decided to come and follow up what is here.”

Frank Mugisha, the executive director Sexual Minorities Uganda, says the arrests Monday are based on trumped up charges by the police.

“We don’t know what will happen next. I think we are still looking at the worst. Trump Renews Attacks on Impeachment Probe Targeting Him

U.S. President Donald Trump renewed his attacks Monday against the impeachment investigation, two days ahead of public hearings targeting him for allegedly abusing his office to help himself politically.

Before observing the annual Veterans Day tribute to the U.S. military at a New York ceremony, Trump claimed on Twitter, without offering any evidence, that Congressman Adam Schiff, the leader of the impeachment probe in the House of Representatives, had “doctored” transcripts of eight officials who have testified in recent weeks behind closed doors in a secure room at the U.S. Capitol.

Trump Assails Impeachment Hearings as ‘Disgraceful’

US leader complains that Democrats have blocked testimony from the unnamed whistleblower who touched off inquiry about Trump’s pressuring Ukraine to open investigations to help him politically

According to the transcripts, the current and former diplomatic and national security officials have detailed how Trump and his aides pressed Ukraine to launch investigations of one of his chief 2020 Democratic presidential challengers, former Vice President Joe Biden, his son Hunter Biden’s work for a Ukrainian natural gas company and a debunked theory that Ukraine meddled in the 2016 election, not Russia, as the U.S. intelligence community concluded.

Trump, in a late July call, asked Ukrainian President Volodymyr Zelenskiy for “a favor,” to carry out these investigations, at a time he was temporarily withholding $391 million in military aid Ukraine wanted for its fight against pro-Russian separatists in the eastern part of the country. Trump eventually released the assistance to Kyiv in September without Ukraine opening the investigations.

The impeachment inquiry was touched off by a complaint from an anonymous government whistleblower who said he was troubled by Trump’s request to Zelenskiy for the Biden investigations, since it seemed the president was seeking the help of a foreign government in next year’s election.

Trump, who has often described his call with Zelenskiy as “perfect,” tweeted that the impeachment investigation should be ended and that “the Whistleblower, his lawyer and Corrupt politician Schiff should be investigated (sic) for fraud!”

In early 2017 as Trump assumed power, Washington attorney Mark Zaid, the whistleblower’s lawyer, tweeted that a “coup has started” and that “impeachment will follow ultimately,” later saying, “We will get rid of him, and this country is strong enough to survive even him and his supporters.”

It is only the fourth time in U.S. history that impeachment hearings have been opened against a president. In the previous three times, two presidents (Andrew Johnson in the mid-19th century and Bill Clinton two decades ago) were impeached but acquitted in Senate trials, while a third president, Richard Nixon, resigned ahead of all-but-certain impeachment in the 1970s.

As the hearings start Wednesday before Schiff’s House Intelligence Committee, two U.S. State Department officials, William Taylor and George Kent, are set to testify how Trump and his aides pressured Zelenskiy to open the investigations of the Bidens. Republicans are hoping to pinpoint any inconsistencies in their testimony and have temporarily named a staunch Trump supporter, Congressman Jim Jordan, to the panel to defend the president.

Trump on Monday and Sunday complained about the impeachment hearing rules adopted by the Democratic-controlled House, saying on Twitter that Schiff “will not allow a White House lawyer, nor will he allow ANY of our requested witnesses. This is a first in due process and Congressional history!”

Under the rules, Trump will be able to have a lawyer representing him when the House Judiciary Committee considers possible articles of impeachment against him in the coming weeks, and, if the full House impeaches him, at a trial in the Republican-majority Senate.

But the rules do not call for Trump legal representation at the House Intelligence panel’s hearings.

Trump for weeks has denied his late July call with Zelenskiy amounted to a quid pro quo — the military aid in exchange for an investigation of the Bidens.

Schiff invited Republicans to submit a list of witnesses they want to question. But Schiff has rejected the two most prominent figures on the Republican wish list: Hunter Biden and the unnamed whistleblower.

Under U.S. law, the identity of inside-the-government whistleblowers alleging wrongdoing is protected from disclosure.

Trump, however, has urged that the whistleblower be named and says he should be able to confront his accuser. Democrats have voiced concerns about protecting the whistleblower’s safety and note that much of what he alleged has been corroborated by government officials who heard Trump’s call or were directed to push for the Ukraine investigations of the Bidens. In addition, a rough transcript of the Trump call with Zelenskiy released by the White House quoted Trump asking the Ukrainian leader for the Biden probes.

Calling in the whistleblower to testify would be “redundant and unnecessary,” said Schiff.

“The committee … will not facilitate efforts by President Trump and his allies in Congress to threaten, intimidate and retaliate against the whistleblower who courageously raised the initial alarm,” Schiff said in a letter to the top Republican on the Intelligence Committee, Congressman Devin Nunes. ” … The whistleblower has a right under laws championed by this committee to remain anonymous and to be protected from harm.”

Schiff said that after weeks of behind-closed-doors testimony, his inquiry “has gathered an ever-growing body of evidence – from witnesses and documents, including the president’s own words in his July 25 call record – that not only confirms but far exceeds the initial information in the whistleblower’s complaint …. In light of the president’s threats, the individual’s appearance before us would only place their personal safety at grave risk.”

25 листопада 2018 року Росія затримала три українські кораблі та 24 військових моряків біля Керченської протоки. Два катери, «Нікополь» і «Бердянськ», та буксир «Яни Капу», який їх супроводжував, ішли на посилення групи українських військових суден, що несуть бойове чергування в акваторії Азовського моря.

Директор Державного бюро розслідувань Роман Труба заперечує, що його відомство має кримінальне провадження щодо дій українських військових моряків під час спроби екіпажів двох катерів та одного буксира перетнути Керченську протоку, нині контрольовану Росією. «Ми з’ясовуємо, чи були правопорушення в діях керівництва держави, які призвели до ескалації конфлікту і подальшого введення військового стану», – написав Труба 11 листопада у своєму телеграм-каналі.

У травні цього року Міжнародний трибунал ООН з морського права зобов’язав Росію негайно звільнити моряків і кораблі «Бердянськ», «Нікополь» та «Яни Капу».

Iraqi Protesters Clash With Security Forces in Baghdad

Iraqi protesters took to the streets of at least half a dozen major towns and cities Monday, clashing with security forces in Baghdad, Nassiriya and Basra, while blocking roads in Karbala, Najaf, Hilla and Kut. United Nations envoy to Iraq, Jeanine Hennis-Plasschaert, also met with Grand Ayatollah Ali Sistani, urging reforms and an end to violence against protesters.

Hundreds of protesters chanted slogans against Iran and its Shi’ite proxy militias Monday in Nassiriya, while blocking three major bridges in the city. Large protests were also reported in the capitals of Baghdad, Najaf, Karbala, Hilla and Kut.

Iraqi military spokesman Gen. Abdel Karim Khalaf told a press conference that most Iraqi protesters are peaceful but that violent groups have infiltrated the protests, claiming that they had used live ammunition against security forces in Baghdad and set fire to at least three government buildings.

He says that there is a difference between the peaceful protesters in (Baghdad’s) Tahrir Square and those who are blocking roads and bridges. Blocking roads and bridges, he insists, is a crime, even if the government is trying not to use force or inflict casualties.

Despite Khalaf’s claim, Arab media showed amateur video of a teenage protester being shot while filming demonstrations in Nassiriya. It was not clear if he survived.

Khalaf claimed the foreign press is being unfair in criticizing Iraq over its use of force, saying that countries “like France and the U.S. use force when facing security threats.” He also claimed that (outside parties) are “using the internet to try and overthrow the government.”

Iraqi media reported that the U.N.’s top envoy, Jeanine Hennis-Plasschaert, met Shi’ite religious leader Grand Ayatollah Ali Sistani Monday, urging Iraqi political leaders to carry out reforms that “meet the demands of protesters.”

Iraqi TV showed Prime Minister Adel Abdel Mehdi meeting with journalists Monday, telling them that economic reforms are a priority, including increasing revenues from non-oil sources and creating jobs not funded by the government.

Hilal Khashan, who teaches political science at the American University of Beirut, tells VOA that “Iraqi Shiites are rediscovering that they are Arab,” as they protest “against Iran’s meddling in their country.”

Dr. Paul Sullivan, a professor at the U.S. National Defense University, argues that “some Shi’ites in Iraq “toe the Iranian line, [while] others do not. The lines between these groups,” he says, “seems to be hardening,” and “Iran and its proxies are making the situation much worse.”

У листопаді ціна на газ для потреб населення становитиме 4 тисячі 899 гривень за тисячу кубометрів, повідомила 11 листопада пресслужба НАК «Нафтогаз України» (ця ціна не враховує податок на додану вартість, націнки газзбутів та транспортні витрати).

За даними компанії, це найнижча з 2016 року ціна на газ для населення в листопаді.

«Цього місяця регульована ціна газу виявилася вищою, ніж ціна на умовах пропозиції від Нафтогазу “Газовий запас” (4 874,42 гривні за тисячу кубометрів), тож споживачі, які скористалися цією пропозицією, зекономлять свої кошти. Якщо споживач не використає за зимовий сезон весь передплачений обсяг, залишок коштів повернеться такому споживачу на його рахунок у повному обсязі», – вказує «Нафтогаз».

У жовтні ціна на природний газ для потреб населення знизилася на 4,9% проти вересня та становила 4 272,76 гривні за тисячу кубометрів.

ЦВК зареєструвала Рудика народним депутатом від 198-го округу

Центральна виборча комісія заявляє, що зареєструвала народним депутатом від 198 округу Сергія Рудика, якому в день початку роботи Верховної Ради 9 скликання не видали посвідчення парламентаря. Про це ЦВК повідомила 11 листопада.

«Розглянувши відповідні документи, Комісія зареєструвала народного депутата України, обраного на позачергових виборах народних депутатів України 21 липня 2019 року в одномандатному виборчому окрузі № 198 Рудика Сергія Ярославовича, 1970 року народження, проживає в місті Корсунь-Шевченківський Корсунь-Шевченківського району Черкаської області, безпартійного, самовисування», – йдеться в заяві комісії.

5 листопада ЦВК заявила, що встановила результати виборів у спірному 198-му окрузі. Згідно з протоколом, обраним народним депутатом визнали самовисуванця Сергія Рудика.

На виборах Рудик обійшов кандидатку від «Слуги народу» Наталію Дяченко. Однак 29 серпня, в день початку роботи парламенту, апарат парламенту відмовив йому у видачі посвідчення. Рудик викликав через це поліцію і сказав, що відмову у реєстрації йому пояснили наявним листом від ЦВК. Згодом у ЦВК тодішнього складу пояснили ситуацію тим, що суд скасував постанову про реєстрацію його народним депутатом.

Суд скасував заборону на дії ліквідаційної комісії УПЦ КП

Шостий апеляційний адміністративний суд у Києві 11 листопада скасував рішення Окружного адміністративного суду Києва (ОАСК) про задоволення позову Київської патріархії Української православної церкви Київського патріархату до Міністерства культури України про заборону ліквідаційній комісії здійснювати дії, що стосуються майна Київської патріархії УПЦ КП.

Поліція Києва повідомила, що під час судового засідання сталася сутичка між представниками релігійної організації та працівниками суду.

«За попередньою інформацією, група осіб розбила скляні двері в будівлі суду та намагалися потрапити на засідання, у результаті чого сталася сутичка з представниками суду. Для припинення конфлікту працівники поліції застосували сльозогінний газ. П’ятьох активних учасників події правоохоронці доставили до управління поліції, де встановлюють їхні анкетні дані та беруть пояснення», – інформує пресслужба.

У вересні Окружний адміністративний суд Києва частково задовольнив позов Київської патріархії Української православної церкви Київського патріархату до Міністерства культури України, заборонивши суб’єктам державної реєстрації юридичних осіб та ліквідаційній комісії дії, що стосуються майна Київської патріархії УПЦ КП.

Також суд визнав протиправність наказу Міністерства культури України, яким скасовано дію статутів УПЦ КП і Київської патріархії.

Наприкінці липня 2019 року Окружний адмінсуд Києва відкрив провадження за позовом УПЦ КП до Міністерства культури України про скасування наказу в частині, де зазначено, що втратили чинність накази міністерства про реєстрацію в новій редакції статуту релігійної організації «Київська патріархія Української православної церкви».

З початку 2019 року українці отримали найбільше переказів через «Приватбанк» зі Сполучених Штатів – 141 мільйон доларів – такі дані установа оприлюднила 11 листопада.

За інформацією банку, протягом поточного року сума переказів зі США становить 17% від загального обсягу переказів, які він здійснив. При цьому власну частку в загальному обсязі грошових переказів, які виплачуються в Україні, «Приватбанк» оцінює в 49,8%.

Таким чином, частка переказів зі США в рейтингу банку порівняно з 2018 роком зросла на 3%. Як додає пресслужба банку, у лідерах за обсягом переказів також Ізраїль (14%, 114 мільйонів доларів), Італія (9%, 78 мільйонів), Росія (8%, 69 мільйонів) та Польща (7%, 56 мільйонів доларів).

«Відправляють гроші за кордон українці найчастіше в Росію (28%, 49 млн доларів США), Грузію (11%, 19 млн доларів США) та Азербайджан (7%, 11 млн доларів США). Вперше до п’ятірки найбільших реципієнтів валютних переказів з України цього року потрапили Китай та Узбекистан, частка яких становить 6% і 5% відповідно», – йдеться в заяві банку.

Згідно з загальними даними Національного банку від серпня 2019 року, сума грошових переказів з Росії з 2015 року знизилася на 30%.

Australians Warned of ‘catastrophic’ Bushfires

Australian officials are warning of “catastrophic fire danger” as dozens of bushfires blazed in the state of New South Wales.

As of early Monday, 64 fires were burning the New South Wales Rural Fire Service said in a tweet. Of those, more than 40 were out of control.

Міністр оборони: розведення йде за планом, хоча бойовики намагаються зірвати процес

Розведення сил і засобів на Донбасі відбувається за планом і контрольованим сценарієм, заявив міністр оборони України Андрій Загороднюк.

«З нашого боку все розвивається керовано. Звичайно, що терористи намагаються зірвати процес – це те, що ми можемо бачити вже. Але ми діємо за нашим планом, в нас є сім днів тиші, ми проводимо розведення за планом, воно проходить за контрольованим сценарієм», – цитує пресслужба Міноборони інтерв’ю Загороднюка на телеканалі «1+1».

За словами міністра, в разі, якщо російська сторона порушить взяті зобов’язання, українські військові протягом короткого проміжку часу займуть попередні позиції.

«У нас такі сценарії пропрацьовані, ми знаємо, що робити в такому випадку. Ми зможемо діяти якнайшвидше», – сказав Андрій Загороднюк.

Міністр повідомив, що українські військові, які захищали позиції в районі населеного пункту Богданівка, наразі відійшли на позиції, які займали у 2016 році.

«Нинішні позиції навіть кращі, адже ми повертаємось на позиції 2016 року, які ми розбудували, пропрацювали, тож вони повністю готові для виконання військовими завдань», – додав Загороднюк.

Про розведення сил на трьох пробних ділянках домовилися у Мінську ще в 2016-му. Йдеться про території в районі Станиці Луганської і Золотого в Луганській області і Петрівського – в Донецькій. На перших двох, відповідно до заяв штабу ООС, відведення військ уже відбулося.

На третій і останній ділянці, розташованій між підконтрольною Києву Богданівкою й окупованим Петрівським, розведення почалося 9 листопада.
